We see Hashem only when He is challenged

At the end of the parshah Moshe complains “Here I am supposed to save the Jews, and yet since I have come there has been only more trouble and pain for them”. Hashem answered “Now you will see that because of a strong hand he will send out the Jews”. How does this answer the incongruity Moshe pointed out? Simple. Had Paroh not cracked down on the Jews now, it would not be clear that when he eventually did send them it was totally against his will, and we would not see the strength of Hashem. Only now that he resisted do we see that Hashem’s strong arm forced him to send out the Jews.
