Billam, say Chazal was as great a prophet as Moshe was. He made a for fine navi, for although wicked, he said what Hashem instructed him too, even if it was unpopular and upset his host and sponsor, Balak. He was an accurate transmitter.
He was granted prophesy so that the wicked couldn’t claim that had they a prophet they would have acted better (Rashi).
Why did he need to be like Moshe? Drashas HaRan points out that Moshe did not deserve his level of prophesy. In fact no human could deserve such a level. Rather it was a gift, an outright present. When Hashem gave Prophesy to Billaam it was also undeserved. And He has no limits; there is little difference between upgrading 0 to 100 and upgrading 50 to 100.
The Derech HaShem explains that we are not angels, rather our job is to engage this earthy world yet serve Hashem. So that physicality not drown us, Hashem designated that we speak to Him directly three times each day. He performs a spiritual miracle; our level is too low to engage Him, but He raises us up miraculously and draws us to Him for the duration of the prayer. It is a sacred event that we may not interrupt for anything. We take three steps back at the end to signify that we now return to the worldly dimension.
We suggested that in light of the above, if Hashem performs a miracle, he can raise us up 10,000 levels as easily as 20,000. Wherever we may be spiritually, – we may have done some decidedly unspiritual stuff that day, – we can never feel unworthy of talking to Him. Because we are always unworthy, and get upgraded. So what difference does it make?
